The amendment of Montreal protocol for phasing down hydrofluorocarbons (HFCs) was passed at the 28th conference of the parties to the Montreal protocol. It provides the phase-down schedules of HFCs production and consumption in a responsible and differential manner for developed and developing countries, respectively, as well as their obligations on energy efficiency, safety standards, financial and regular data reporting. Puts forward author’s personal interpretation, comments and proposal on the amendment of Montreal protocol for phasing down hydrofluorocarbons.
